Gunman takes hostages at post office, surrenders

LAKESIDE, Calif. --- A man angry with the Postal Service over a traffic accident stormed into a post office with a gun Wednesday and took two employees hostage for several hours before surrendering, authorities said.

The gunman, identified as Alberto de Santiago, released the hostages after officers delivered a six-pack of Dr Pepper to him, using a long stick to pass the soda through a door.

Soon afterward, the man, shirtless and wearing long shorts, walked out with his arms raised and surrendered to officers, who led him to a patrol car.

No shots were fired and there were no reports of injuries during the siege in this community 25 miles northeast of downtown San Diego.

De Santiago entered the post office shortly before 3 p.m. and took two male employees hostage, said Chris Saunders, a San Diego County sheriff's spokesman.

Condoms at school don't increase sexual activity

WASHINGTON --- Teenagers at high schools where condoms were available were no more likely to have sex than other teens, a study says.

The study published Wednesday backs earlier research on the programs developed in the 1990s to stem the spread of HIV and reduce teen pregnancy. It says that students in high schools with condom programs were more likely to use condoms, while students in other high schools were more likely to use other forms of birth control.

Overall, there was no difference in pregnancy rates. The study couldn't determine if there was an increase in sexually transmitted diseases.

Census finds Asians increasingly divorce

WASHINGTON --- More Asian-Americans are divorcing, census figures indicate, suggesting this segment of the population may gradually be shedding cultural taboos against the practice.

According to Census Bureau data released Wednesday, an estimated 488,000 Asians or Pacific Islanders age 15 and older in March 2002 were divorced, about 5 percent of that population. That was up from about 205,000, or less than 4 percent of Asians in 1994.

The changes show that more Asians may be considering American norms on divorce and marriage, said Wei Li, a professor of Asian- Pacific American Studies at Arizona State University.

Six hikers found near Mount St. Helens

STEVENSON, Wash. --- Six hikers were rescued from a rocky ridge in a forest near Mount St. Helens on Wednesday, two days after they failed to return from a day trip.

A Coast Guard helicopter plucked the hikers off the ridge one by one in a rescue basket. The six --- three men and three women all in their 20s --- were flown to Troutdale, Ore., where they were reunited with family members.

A King County sheriff's office helicopter spotted the group Wednesday morning, said Dave Cox, Skamania County undersheriff. The hikers, some dressed only in shorts, had become lost in a forested area. They climbed to the high ridge, built a shelter and started two signal fires to catch the eye of rescuers.

No serious injuries were reported, Cox said.

Investigators say NASA should have noticed risks

HOUSTON --- NASA managers failed to identify serious risks facing the space shuttle crews, had significantly reduced important safety inspections at Kennedy Space Center and created a culture that failed to pay attention to safety concerns, Columbia investigators said Wednesday.

The criticism of the National Aeronautics and Space Administration was some of the most pointed since the Columbia Accident Investigation Board began examining the causes of the Feb. 1 shuttle tragedy.

Prince announces arrests related to Riyadh bombings

RIYADH, Saudi Arabia --- Saudi officials arrested an al-Qaida figure suspected of masterminding the Riyadh bombings, a newspaper reported Wednesday, and the U.S. ambassador warned that militant cells likely still are plotting attacks in the kingdom.

Interior Minister Prince Nayef announced new arrests, saying the hunt had intensified for those involved in the May 12 suicide bombings in the Saudi capital, which killed 34 people, including eight Americans.

Saudi newspapers said that among those arrested were five people in the eastern city of Medina --- including Ali Abd al-Rahman al- Faqasi al-Ghamdi, who U.S. officials say is one of al-Qaida's top figures in Saudi Arabia.

Al-Ghamdi, captured along with two others at an Internet cafe, is suspected of plotting the Riyadh blasts, the daily Al-Watan reported. Al-Watan, like most Saudi papers, is privately owned but government guided.

Amnesty International: War is without merit

LONDON --- The U.S.-led war on terrorism has made the world a more dangerous and repressive place, Amnesty International said Wednesday in a report Washington dismissed as "without merit."

The international human rights organization singled out the United States and Britain for detaining terror suspects without trial, under legislation introduced after the Sept. 11, 2001, attacks. It also accused other nations, including the Philippines and China, of using security legislation to crack down on political opposition.

"The 'war on terror,' far from making the world a safer place, has made it more dangerous by curtailing human rights, undermining the rule of international law and shielding governments from scrutiny," said Irene Khan, Amnesty International's secretary general, launching the organization's annual report in London.

Aftershock in Algeria increases death toll

REGHAIA, Algeria --- Rescue workers squeezed a search dog Wednesday into the wreckage of an apartment block that collapsed in a powerful aftershock to last week's earthquake, searching the mangled metal and concrete slabs for any signs of survivors.

The tremor late Tuesday sent fresh panic through Algeria, injuring more than 200 people and rekindling memories of last week's devastating earthquake that flattened entire villages east of the capital, Algiers.

At least 2,251 people were killed in the May 21 quake, the Interior Ministry said Wednesday, raising the death toll by 33 as more bodies were recovered from the ruins. Another 10,243 people were injured.

Algerian state radio said at least three people were killed in Tuesday's aftershock, while neighbors identified at least six people missing in the collapsed building --- including a 17-year-old boy and a 42-year-old French teacher.

McCartney's wife pregnant

LONDON --- Heather Mills, wife of former Beatle Paul McCartney, is pregnant with the couple's first child, their spokesman said Wednesday.

In a brief statement, the couple said "we are delighted with this happy news."

Mills, a 34-year-old former model who lost a leg in a motorcycle accident and raises money for children disabled in war, married McCartney at an Irish castle in June 2002.

The spokesman, speaking on condition of anonymity, said the baby is due later this year. He didn't say what month.

The child will be the first for Mills, who was married briefly in 1989. McCartney, 60, has three adult children, Stella, Mary and James, and a stepdaughter, Heather, from his marriage to his first wife, Linda McCartney, who died in 1998 from breast cancer.

Haggard gift previews exhibit

WASHINGTON --- A gift from country music singer Merle Haggard provided a first glimpse Wednesday of what will be the largest-ever exhibit at the National Museum of American History.

The 26,000-square-foot "America on the Move" will document American transportation from 1876 to 1999. It opens Nov. 22.

The gift ceremony was held on a 40-foot concrete slab of US-66 highway, the road that carried thousands of migrants west to California in Dust Bowl days of the Depression. The Haggard family made the trip in 1935 in a 1926 Chevrolet with a two-wheel trailer.

Haggard, born two years later, gave the museum family relics taken with them from Oklahoma: a kerosene lamp, an old trunk, his father's first courting gift to his mother --- a scarf commemorating a Woodrow Wilson campaign for the presidency.
